Its subject is the democratic processes by which our Society is governed. As with his letter to the December issue of AP (Bulletin 8) it has been excluded from AP. No explanation for the exclusion has been given but we assume it is because the letter addresses the response of the Council to the outcome of the General Meeting on the Library and Careers Centre moves. Mr Caplan is a Member of the Middle Temple and has been a member of the Society for 62 years. He served previously on Council as Graduate representative and was awarded the J.E.Hodgson prize for a paper based on a Main Lecture given to the Society in January 1961 [he was the first Cranfield alumnus to give a Main lecture]. In that paper he made a suggestion which led later that year to the formation of the Air Law Group, with terms of reference that are still current. In November 2009 he became the first recipient of the Lifetime Achievement Award of the European Air Law Association. AN URGENT APPEAL TO THOSE STANDING FOR ELECTION TO COUNCIL 2010  I write as a Voter, with an urgent appeal to all candidates for election to Council in 2010. This may also be of interest to other Voters.  As is well-known, the By-Laws require that all candidates must ensure that their Nomination Forms are deposited with the Society - at the very latest by 15 January 2010. Part of the Form calls for a STATEMENT OF VIEWS: ie “a short statement of not more than 150 words on your views on strategy, rules and objectives to be adopted by the Society”. Voters do not normally see details for each candidate (or the Statement of Views) until they receive ballot papers with the March issue of AP.  My plea is that, for the benefit of all Voters, all candidates should consider including in their Statement of Views an indication, in few words, of whether they support or oppose either or both Resolutions passed at the General Meeting 30 November (see The Aerospace Professional, January 2010).  In this letter I do not argue for or against either of these Resolutions - but I must declare an interest: I was one of over 200 Voters who signed the requisition for that General Meeting, and I voted for both the successful Resolutions.  Hence (if all else is equal) I will obviously vote for those candidates who are prepared to support both Resolutions. It is conceivable that other Voters may share my instincts.  Of course, it is possible that some candidates will have already deposited their Nomination Forms before seeing this letter. If they now feel disposed to amend their ‘Statement of Views’ so as to reflect their response to my plea, they must do so before 15 January. I have no idea whether a request for amendment will be acceptable to the Society - I can only hope that it might be received sympathetically.  The reason for my optimism is that I am convinced Council will discover a rational accommodation with the results of the General Meeting 30 November. As I have already indicated informally to the President, I am fearful of the possible consequences if an accommodation cannot be reached. The present By-Laws provide no mechanism for resolving differences between Council decisions and Resolutions of the Society in General Meeting.  Fortunately, ours is an open Society governed by a democratically-elected Council composed of some of our wisest members, possessing the highest qualifications. In such a Society, I suggest that the ruling Council cannot ignore a majority opinion of Voters at a General Meeting. To do so would erode the consensual basis of our civilised Society. In the invitation to a Focus Group meeting 24 March 2009 members were told:  “Your opinion matters and we are always keen to listen to our members’ points of view across all membership grades, in order for our sphere of influence to continue to grow within the aerospace industry.....The information you provide will be essential to ensure that in the future we can develop in the right direction.”  Therefore I am confident that the calibre of our Council in consultation with Past Presidents will ensure a sensible result in the best long-term interests of the Society.  As the By-Laws offer no procedure for this purpose, it may well be necessary for the present Council to decide on an ad hoc process - leaving it to a future Council to consider whether the By-Laws might usefully be modified.  Finally, I ask whether, next time, the official ‘calling notices’ inviting candidates to come forward for election to the Council could more closely resemble modern job advertisements e.g. outlining the duties and time demands; the number of vacancies (nine this time around) and (to encourage younger members in particular) some idea of how many candidates need not be Companions, Members or Fellows (a minimum of three and a maximum of seven Council seats are reserved for this category).
